The aim of this article is to analyze the implantation of Baixo Iguaçu hydroelectric dam, in the Brazilian state of Paraná, taking account of the conflict between people affected by the dam and entrepreneurs in the theoretical framework of studies in Science, Technology and Society. Taking into consideration the implementation process of dams as a political arena, starting from the identification of the main controversies between the disputing groups, we sought to understand how fundamental design elements validate a particular technical code, according to the concept described by A. Feenberg. It was observed that the arguments employed by groups are aligned to certain interested fronts, articulating representations of technology in patterns of legitimacy on the implementation of the hydroelectric.
