Development of agricultural productive forces as the way to consolidate the premises and theory of the Communist Party of China

Abstract

This paper presents and analyzes the elements guiding the process of modernization of China's agriculture since the late 1990s as being part of the Communist Party of China's theory and China's Estate Council (EC) guidelines. By "modernization of agriculture" we refer to the process of expanding programs for "agriculture, rural areas, and farmers" and increasing public spending on the sector since the late 1990s. There is encouragement from the Central Committee of the CCP and the EC for the capitalization and formation of an agricultural and rural business system, with the goal of internationalization of large Chinese agribusiness enterprises coupled with the search for domestic self-sufficiency. As we argue, this is a process that strengthens the market socialism that China has been building.
