Abstract

The article has as its theme the evolution of urban-regional planning in the midst of the Chinese development process in recent decades. It points to the increase in the state's capacity to intervene in the national territory, highlighting the role played by the Communist Party of China. It is based on the concept of economic and social formation, understanding planning as a superstructure that emerges and affects the Chinese social formation. Two aspects are highlighted, the reconfiguration of planning and the consolidation of the new projectment economy. To this end, it deals with the coordinated development of the Beijing-Tianjin-Hebei region and the construction of the High Speed Train network as the most advanced expressions of the Chinese urban-regional planning trend.

Elias Marco Khalil Jabbour, Faculdade de Ciências Econômicas, Universidade do Estado do Rio de Janeiro (FCE-UERJ)

Consultor da Presidência e da Diretoria de Pesquisas do New Development Bank (Banco dos BRICS) e Professor Associado da Faculdade de Ciências Econômicas da Universidade do Estado do Rio de Janeiro (FCE-UERJ), do Programa de Pós-Graduação em Ciências Econômicas (PPGCE-FCE-UERJ) e do Programa de Pós-Graduação em Relações Internacionais (PPGRI-UERJ). Graduado em Geografia (1997), Doutor (2010) e Mestre (2005) em Geografia Humana pela Universidade de São Paulo. Foi - entre abril de 2006 e fevereiro de 2007 - Assessor Econômico da Presidência da Câmara dos Deputados (Brasília-DF). Tem experiência na área de Geografia e Economia com ênfase em Geografia Humana e Econômica, Economia Política, Economia Política Internacional e Planejamento Econômico atuando principalmente nos seguintes temas: China, Categorias de Transição ao Socialismo, Estratégias e Experiências Nacionais e Comparadas de Desenvolvimento, Categoria Marxista de Formação Econômico-Social e Pensamento Independente de Ignacio Rangel. Vencedor do Special Book Award of China concedido pela National Press and Publications Administration of the People´s Republic of China.

Graduada em Direito (Universidade Presbiteriana Mackenzie - 2017), com habilitação especial em Direito e Desenvolvimento, Mestra em Direito Político e Econômico (Mackenzie - 2019), e doutoranda em Relações Internacionais (PPGRI-UERJ), pesquisa as mediações entre Economia, Estado e Direito, com foco no processo de desenvolvimento nacional chinês.
