Abstract

The object of this study is to present a brief history of what would be the “regulatory agencies” since their conception of commissions formulated by Bilac Pinto up until the model of executive agencies of Luiz Carlos Bresser-Pereira. The use of the term “agency” is an expression of the globalization movement that insures the guaranteed maintenance of contracts with the companies that exploit privatized public services. These agencies were created in Brazil in order to bring about the possibility of the privatization of state-owned companies.
