Abstract

This article aims to describe some of the counter-revolutionary strategies used by dominant elites in decisive historical periods, that is, those moments when the established order is put into question. The counter-revolutionary operates in order to preserve the status, even admitting some superficial change. Later, this aversion to change is related to the maintenance of order. We characterize the order in question as the order of dependency that has roots in the development of civilizing processes and ways of contemporary imperialist action. We conclude that the impediment of counter-revolutionary structural change and consequent maintenance of dependent status result in a limited and fragile democracy.
