Esfera pública digital: entre determinismo tecnológico e regressão democrática

O determinismo tecnológico pode ser entendido como a posição que defende o direcionamento unilateral da reprodução social por uma lógica de funcionamento autônomo das transformações tecnológicas, a qual se furta a condicionamentos e influências reflexivas do meio sociocultural e político. Desse modo, ele representa uma ideologia antidemocrática, na medida em que tem por efeito legitimar a erradicação ou empobrecimento dos processos de tomada de decisão coletiva vinculados às dinâmicas da diversificação tecnológica. Este artigo reconstrói e avalia a recente contribuição de Jürgen Habermas sobre a chamada esfera pública digital à luz de problemas vinculados ao determinismo tecnológico. Apesar da centralidade atribuída pelo autor à história das novas tecnologias digitais, identificamos três grandes estratégias argumentativas utilizadas por ele para combater o determinismo tecnológico na avaliação da nova mudança estrutural da esfera pública. Defendemos essas linhas argumentativas como componentes importantes para a crítica das novas mídias digitais em nome de expectativas de legitimidade democrática exigentes, pautadas em critérios de inclusão igualitária e qualidade discursiva. Ainda assim, apontamos limites significativos no modo como são conduzidas pelo autor, relacionados aos vínculos estabelecidos entre as transformações estruturais da esfera pública e tendências recentes de reprodução capitalista, à sua relação complexa com novos padrões de subjetivação e à superação de constrições à agenda política sobre o tema.
