Which urban planning in a society of uncertainty? Florianópolis and their master plans

The article examines, from the conceptual point of view, thethree urban plans made to Florianopolis (1954, 1976 e 1997) and
shows how to draft a new plan based on the idea of an opening to
the participation of society can characterize another moment of
urban thought. This is set in a context of a society of uncertainties, as a politicized town planning, less hierarchical in its process of preparation, less prescriptive and more inclusive, differing from the previous town planning which was based on strong assumptions dictated by the Charter of Athens.
