Abstract

The article analyzes the dynamics of the Brazilian economy based on the relations between pacts of power and economic policy. It discusses the reasons for the Dilma Rousseff government's crisis, which resulted in a return of power by conservative-liberal groups and the implementation of their economic policies. The non-rupture of the rentier-liberal power of the 1990s is the main reason for the development policy crisis implemented in 2011. Failure to break the rentier-liberal pact of the 1990s is the main reason for the crisis of the development politics implemented in 2011. It compares to Brazil with the Chinese case to demonstrate the differences between the pacts of power and economic policy in these social formations.
