This article maps and analyses some of the socioenvironmental conflicts discussed in the juridical sphere of Florianópolis [capital of the State of Santa Catarina], from 1990 to May, 1998. The author criticises the Public Prosecutors Office for only demanding better control of pollution levelsand defending conservation areas without any concern about a coherent
agenda requesting new urban development options to face better poverty, structural unemployment, diseases and social exclusion. The paper suggests that a preventive environmental policy based on the concept of ecodevelopment was not yet assumed by the Public Prosecutors Office.
