ANALYSIS OF KEY FACTORS INFLUENCING PUBLIC POLICIES TO SUPPORT THE CHEMICAL INDUSTRY

The Brazilian chemical industry is vital to the national economy, and it faces significant structural challenges that undermine its competitiveness and technological independence. This study aims to identify and analyze the factors that influence the sector's development and competitiveness, considering structural, institutional, and systemic elements. The research is explanatory in nature and is based on a review of literature and documentation, including academic studies, institutional reports, and recent government documents such as Law Project n. 892/2025 (PRESIQ) and the New Industry Brazil program. From the sources consulted, we identified and categorized factors related to development, barriers, and competitiveness, organizing them into a relational diagram that highlights their interconnections. The results indicate that the lack of a structured industrial policy, the low technical qualification of the workforce, and dependence on multinational companies are the primary factors limiting the performance of the chemical industry. These limitations adversely affect the industry's capacity for innovation and international integration. In conclusion, strengthening industrial policy, investing in technical education, and encouraging the consolidation of national companies are essential to fostering a new cycle of development and competitiveness for the Brazilian chemical sector.
