This article was the result of a learning activity developed by auditors of the Court of the State of Santa Catarina (TCE/SC), the "Specialization Course in Government Management and Fiscal Responsibility", in the discipline of "Institutional Assessment of Municipalities for Development Social Management Project ". The purpose of this activity was to evaluate institutionally the Municipality of San Jose, to verify the necessity of "partnership agreement" with Civil Society Organizations of Public Interest, seeking projects of social management. The methodology came from the "institutional assessment" of that Municipality. The results found that the said Hall was in the pre-organizational level, and his hiring of the object, was not internalized in its organizational structure, requiring the conclusion of a partnership agreement with the institute. The findings pointed recommendations to be observed for mayor to enter into Terms of Partnership in projects of social management.Downloads
