Abstract

The objective of this work is to present a systematic methodology called PACE Facilitator. It is a tool to make the understanding of the diagnosis, planning, and the integrated and shared administration processes possible in order to achieve the strategic objectives concerning the choice of operational actions in an aligned way to the bases, which will permit the following-up and the implementation of the maintenance process and the continuous improvement of organizations. The proposed methodology is an integrated, conceptual, pragmatic, and system-focused route for the company planning and administration, step-by-step. For the organizations to get their expected results it is necessary an intimate relationship between the operational actions adopted and the strategic objectives established. This is a pioneering work because it contains the systematization of phases, which are: the Integral Process (I) and the Revising and Replanning Process (R). The Integral Process (I) implements all the steps, namely the equalization of the organization people's knowledge, the preparation for the planning and administration, the gathering of situational data, the strategic diagnosis, the process of strategic formulation, the strategic planning, the operational planning, the organizational planning, the budget planning, projects, programs, business plans, and action plans. It continues with the orientation policy for an integrated and shared operalization as well as the adoption of controlling systems, followingup, and performance evaluation. The Revising and Planning Process (R) considers what was implemented to achieve the strategic objectives and it also evaluates the performance, retaking the integral process of planning and administration proposed by the methodology in order to promote a virtuous circle that will lead the company to an ongoing improvement. The purpose of everything is to satisfy the groups of interest of the organization.

Possui graduação em Administração pela UNOCHAPECO (1977) , graduação em Ciências Contábeis pela UNOCHAPECO (1979) , especialização em Engenharia da Produção pela UFSC (1982), especialização em Administração Financeira e Orçamentária pela UFSC (1982) e mestrado em Administração Gestão Estratégica das Organizações pela udesc (2003). Atualmente é professor titular da UNOESC, professor titular da FIEl e Diretor-Sócio da Pace Assessoria e Projetos SC Ltda.
