Abstract

The article aims to revisit Celso Furtado's concept of cultural dependence and underdevelopment from the evolutionary
approach, but specifically through the institutionalist and neo-Schumpeterian approaches. Our working hypothesis is that
cultural dependence can be understood as a historical institution, a kind of long-lasting cognitive habit. The habit of
modernizing foreign consumption patterns is a form of institutional-cognitive imprisonment, which constrains the
development of creativity in local economic agents. Such institutional imprisonment restricts the innovative dynamics of
national companies, as they develop in an economic system where the incentive structure rewards imitative actions to the
detriment of processes of searching for disruptive innovations. Temporally, the emulator habit of local agents, rooted
secularly in the cognitive processes of society, leads companies to develop “little creative genes”, limiting them in
microdynamic terms to lead Schumpeterian competitive dynamics.
