Mercado imobiliário? Planejamento público? Qual a controvérsia na ocupação do solo urbano?

Abstract

Urbanization is characterized by scale and concentration. In this context, two approaches discuss the issue. One is that the State is responsible for planning of use and occupancy of land and the other vision is that the free market forces reaches the best structure of urban space. On this basis, the aim of the paper is to present the referencial theoretical and, based on historical evolution of the directors plans of Maringá, defend that decentralization allows for greater position to influence of real estate agents in the actions of the planning of urban land. We conclude that the two approaches are relevant, but don´t give account of the new elements existing with the decentralization and establishment of the councils.
