The bureaucracy of DARPA: controlled competition between "conservatives" and "critics"

In this article, we analyze the formation and composition of the most important Research and Development (R&D) funding agency in Defense in the world. Since 1972 entitled the Advanced Defense Projects Research Agency, DARPA has been known to have initially funded laboratories that created core technologies for the modern way of life, especially Personal Computers and the Internet, or that revolutionized military affairs, such as development of stealth fighters and drones. Through the study of the period between 1958-1989, we developed a typology that distinguishes and relates the social groups historically involved with the competition for access and control of their bureaucracy, the positions of Management and Directorship. From this study, we identified the formation of two alliances that rival each other: that of the “Conservatives” (association of the Armed Forces with a Defense Technological Base) and those of the “Critics” (association of the Academy and the Commercial Technology Base).
