The article was created from the following questions: which are the reasons for the indian guaraníes dominant classes adopt the north-american security ideology as their own, especially between 2001 and 2003? Would it result from the need of leaving a crisis referring to the conjuncture of the beginning of the analyzed period and would that lead the elites of this nation to an alliance with the republican administration? Which interests motivates the hegemonic potency to interfere in this small South American country baptized by the writer Roa Bastos as “the Latin American black hole”? And which are the challenges and conditionings that the president Fernando Lugo (and the Patriotic Alliance for Change – APC) must face in public politics? Which “left” politician that integrates such alliance to force anti-hegemonic politics in matter of social conflict administration?Downloads
