More than a century separates two important international migration. The common concern of nation states to regulate the entry and stay of migrants. The differences between these two historical moments, however, are very large. The late nineteenth and early twentieth century is characterized by the consolidation of nation states and the unified identities. In contrast, the last years of the twentieth century and the first of the XXI have been characterized mainly by globalization which has functioned hard to destabilize identities. In this context, the control through strict newimmigration laws can be understood as a strategy state marked by ambivalence, treating immigrants as a danger and at the same time useful.Downloads
