“Planejando o terceiro mundo”: transnacionalidade e circulação de ideias em experiências de planejamento urbano (Brasil?Alemanha Federal, décadas de 1960-1970)

Abstract

This paper communicates the results of a research that investigates the circulation of ideas on the theme of urban planning in Latin America based on its intersections with the European circuit during the 1970s, using a case study between Brazil and the Federal Republic of Germany (FRG). It specifically reports the case of Rio dos Sinos Valley, contemplating the transnational scale of expertise mobilized by scientific-academic literature after the signing of a Technical Cooperation Agreement between the referred countries. As a matter of priority, we investigated which contents were the basis for the elaboration of the urban planning in the region, promoting advances in relation to the study of other aspects currently investigated by historiography on the subject. Research sources include articles published in journals, as well as oral testimonies by some of the experts involved in the project. It is said that the circulation of ideas was a critical point of a federal urban planning project focused on developmental policies, on the part of the Brazilian State, as well as of demands of international political order, tied to the conception of the so-called “third world” and the disciplining of the so-called “underdeveloped” spaces by the RFG.

Doutora (2016) e Mestra (2011) em História pela Pontifícia Universidade Católica do Rio Grande do Sul. No decorrer do ano de 2015, foi doutoranda convidada no Lateinamerika-Institut (LAI), vinculado a Freie Universität Berlin, por meio do Programa CAPES/PROBRAL. Pesquisadora e professora no Programa de Pós-Graduação em Memória Social e Bens Culturais (PPGMSBC) e no Mestrado em Avaliação de Impactos Ambientais (PPGAIA) da Universidade La Salle/UNILASALLE. Professora do Cursos de História (Bacharelado e Licenciatura) e Arquitetura e Urbanismo (Bacharelado) na mesma instituição. Pesquisadora do Observatório das Metrópoles (Núcleo Porto Alegre), membro da AHILA (Asociación de Historiadores Latinoamericanistas Europeos) e colaboradora da rede UEDXX (Urbanism of European Dictatorship during the XXth). Presidenta do Conselho de Turismo da cidade de Canoas (COMTUR) e representante substituta da Unilasalle no Conselho Municipal de Patrimônio Cultural. Co-editora da Revista Mouseion. Áreas de interesse e atuação: memória social, patrimônio cultural, história urbana e ambiental, estudos sobre planejamento urbano, território, identidades e (i)migrações no século XX. Atualmente, desenvolve projeto com auxílio do CNPq "Planejando o terceiro mundo?: transnacionalidade e circulação de ideias em experiências de planejamento urbano no Sul do Brasil".
