Between one crisis and another: counter-democracy

The article suggests that Pierre Rosanvallon’s work La contre-démocratie offers us an interesting set of conceptual tools to analyze the transition between two different approaches or interpretations regarding distinct stages of the crises of contemporary democracies. The first one is the late 1990s and it’s associated with the horizon of the “democratization of democracy”. The second is from the 2010s and it’s linked to the democratic deconsolidation. In the first, the vitality of counter-democratic modalities (surveillance, impeachment and judgment), by organizing distrust in the social body, would help to energize and promote trust in the institutions of electoral-representative democracy. In the second, the hypertrophy of these same modalities promotes the impolitic, the consequence of which is the “total vampirization of political activity by counter-democracy”. Populism will be one of the expressions of this pathology of counter-democracy.
