The state of “Núcleo de Inovação Tecnológica” in Brazil after two decades of the innovation act: an analysis on the Fortec survey and a typology proposal for maturity level assessment

Abstract

This article investigates the current state of Brazilian’s “Núcleo de Inovação Tecnológica” (NIT), systematizing quantitative and qualitative evidence to assess their maturity levels after more than two decades of implementation of the Innovation Act (2004). This study examines the developmental trajectories of NIT since the enactment of the legislation and compares their current state with Technology Transfer Offices (TTO), which served as the original model for their creation in Brazil. Drawing on the “FORTEC Survey” (2024), the findings indicate that, despite legislative updates to NIT attributions over time, the vast majority of NIT still exhibit performance concentrated in intellectual property filing, while facing significant barriers to advancing toward effective technology transfer. Following this analysis and seeking to contribute to the improvement of public policies addressing this issue, the present study introduces an original typology for the assessment of NIT maturity levels in Brazil.

Rodolpho da Cruz Rangel, Universidade Federal do Espírito Santo

PhD Candidate in Economics at the Federal University of Espírito Santo (UFES), with a concentration in Innovation, and a member of the Research Group "Economics, Industrial Organization and Innovation" within the Graduate Program in Economics (PPGEco-UFES). His current research focuses on the role of Technology Innovation Nuclei (NIT) and the experiences and emerging frameworks of Technology Transfer Offices (TTO). He served as a Visiting Researcher at Newcastle University Business School (NUBS) from 2024 to 2025, through the CAPES Sandwich Doctorate Program (PDSE/CAPES), within an International Scientific and Technical Cooperation project, with active involvement in UK innovation programmes, including the Newcastle Helix initiative. He is a member of the British Academy of Management (BAM). He holds a Master's degree in Information Science from the Graduate Program in Information Science of the Brazilian Institute of Information in Science and Technology (PPGCI/IBICT) at the Federal University of Rio de Janeiro (UFRJ). As a member of the Research Group "Information, Knowledge and Innovation," his research examines innovation and its intersections with the dynamics of information, knowledge, and learning. Innovation constitutes the central object of study in his scholarly endeavours to understand emerging phenomena in the fields of Science, Technology and Innovation Policy, Innovation Ecosystems, Creative Economy (Cultural Economy), Innovation Networks and Systems, the adoption and diffusion of innovations in organisations, innovation in the global/local nexus, and the associated socio-environmental implications.
