Public Safety Policy in Brazil: Advances, Limits and Challenges

Abstract

This article, based on theoretical research, discusses public safety policies adopted in contemporary Brazil, particularly in the first decade of the 21st century. It initially reflects on the role of the state to guarantee public safety as a fundamental right of the citizen. It then highlights the National Public Safety Plan (PNSP) and the National Public Safety with Citizenship Program (Pronasci) as an innovation in Brazilian public safety policy. It considers that despite the limits and challenges related to the complexity of the issue, advances have occurred in the democratization of public safety policy, by means of greater participation of society in the discussions and implementations of actions in this field.

Vilobaldo Adelídio de Carvalho, SINPOLJUSPI - Teresina - Piauí

Possui Graduação em Licenciatura Plena em Geografia (2005), Especialização em Geografia (2006) e mestrado em Políticas Públicas (2010) pela Universidade Federal do Piauí. Tem experiência na área de Geografia e Pedagogia, atuando também como gestor público. Estuda temas como: segurança pública, violência, direitos humanos, Estado, planejamento, política pública, gestão pública, educação, geografia e espaço urbano.

Possui graduação em Serviço Social pela Universidade Federal do Piauí (1981), mestrado em Serviço Social pela Pontifícia Universidade Católica de São Paulo (1991) e doutorado em Serviço Social pela Pontifícia Universidade Católica de São Paulo (2000). Atualmente é Professor Adjunto da Universidade Federal do Piauí. Tem experiência na área de Serviço Social. Atuando principalmente nos seguintes temas: Novo sindicalismo, Trabalhadores urbanos, Organização Sindical, Bancários, Comerciários e Gestão sindical.
