The Program Puntos de Cultura and its beneficiaries: A case study in the region of Buenos Aires

Abstract

This article analyzes the process of implementation of the Puntos de Cultura program in Argentina, based on the voices of the program’s beneficiaries – especially the organization El Culebrón Timbal, which is taken as a case study. The study addresses how the program has been implemented since the new federal government took office in 2016, observing the changes and continuities in the daily work of the beneficiaries in comparison to the first part of the program in the years 2011-2015. The research adopted a qualitative approach, privileging the construction of meanings by the subjects about their daily practices, supported by an anthropological perspective. During the field research, it was possible to observe that the social organization mobilizes and debates, in its daily activities, the different meaning of culture, cultural policies, youth, popular culture and, more specifically, what it means to be a Punto de Cultura.
