This paper studies the operation of the Brazilian social security system in relation to access by the working class to this social right. Through an analysis of theoretical references, legislation and data about the composition of the public social security fund, the article constructs a criticism of the functioning of social security policy and about the character of the system in Brazil, which from its conception has excluded a large portion of the working class from its protections.
