Social Assistance: the limits to the efectiveness of a right

Abstract

The Brazilian Social Policy recognized legally as a social right by the constitution in 1988 confronted and still confronts restrictions and limits to be consolidated as social policy.This text renders problematic and tries to present some answers to this difficulty, having as referential the complex and conflicting relation between assistance and work in the capitalist societies. It occurs, as an impact of this relation, a movement of retrocession in the rights conquered with increasing focalization of the benefits, programs, projects and services and reduction of the resources destined to the assisted area.

Ivanete Boschetti Ferreira, UnB - Brasília - DF

Possui graduação em Serviço Social pela UCDB, mestrado em Política Social pela UnB e doutorado em Sociologia - Ecole des Hautes Etudes en Sciences Sociales. Atualmente é professora adjunta III daUnB, ministrando disciplinas na graduação em Serviço Social e mestrado e doutorado em política social. É colaboradora do Programa de Pós Graduação da UCSAL e da UCG. É vice-presidente do Conselho Federal de Serviço Social (CFESS). É coordenadora do Grupo de Estudos e Pesquisas em Seguridade Social e Trabalho (GESST) e se dedica à pesquisa na área de Serviço Social e Políticas Sociais, com ênfase em formação profissional, trabalho, seguridade social, assistência social, direitos sociais e orçamento público.
