This paper seeks to reflect upon new challenges placed upon analysts of the social-economic, political and cultural reality in this new millennium. It analyzes the broadening of the conquest of social rights – a requirement for respecting the cultural rights of peoples and their differences – the current public policies in question, and the effects of exclusionary economic globalization. The text is divided into two parts: the first provides theoretical references based upon some concepts that indicate the importance of the issue of rights as a theme in the question of citizenship. The second part analyzes the theme of cultural rights, which is essential to the agenda of contemporary social issues.
