Politics of social assistance and citizenship in Brazil today: some elements for discussion

Abstract

 

The subject of this article has special importance considering the situation of poverty and need in which significant portions of the Brazilian population now live. It is evident that the country needs to enact social policies to combat poverty, or it risks becoming a population weakened by any international reality. The current hegemony of neoliberal thinking has aggravated this situation and reinforced the progressive withdrawal of the state from the enactment of social policies, seeking Brazil's conformation to these ideas. This paper conducts a basic overview of the current social situation, specifically concerning social assistance policies which are based on social security, health care and retirement support. The municipalization of assistance is analyzed in the light of some of the central questions in this process.

Cláudia Hochheim Oliveira, UFRGS - Porto Alegre - RS

Possui graduação em Serviço Social pela PUCRGS (1987), mestrado em Serviço Social pela PUCRGS (1993) e aperfeiçoamento em Análise Institucional pelo Instituto de Psicologia Social de Porto Alegre Pichon-Rivière (1999). Atualmente é assistente social da Universidade Federal do Rio Grande do Sul. Tem experiência na área de Serviço Social, com ênfase em Serviço Social e Política Social. Atuando principalmente nos seguintes temas: burocracia, poder, serviço social.

Maira Meira Pinto, UNISC - Santa Cruz do Sul - RS

Possui graduação em Serviço Social pela PUCRGS (2000) e mestrado em Serviço Social pela mesma Instituição (2002). Atualmente é doutoranda no Programa de Pós-graduação em Educação da PUCRS, pesquisa sobre Responsabilidade Social Universitária. É professora com regime de 20h da Universidade de Santa Cruz do Sul e horista (20h semanais) no Centro Universitário IPA Metodista. Tem experiência na área de Serviço Social, atuando principalmente na área de extensão da Universidade, através de projetos sociais em comunidade e no campo da saúde.
