Politics of social assistance and citizenship in Brazil today: some elements for discussion

The subject of this article has special importance considering the situation of poverty and need in which significant portions of the Brazilian population now live. It is evident that the country needs to enact social policies to combat poverty, or it risks becoming a population weakened by any international reality. The current hegemony of neoliberal thinking has aggravated this situation and reinforced the progressive withdrawal of the state from the enactment of social policies, seeking Brazil's conformation to these ideas. This paper conducts a basic overview of the current social situation, specifically concerning social assistance policies which are based on social security, health care and retirement support. The municipalization of assistance is analyzed in the light of some of the central questions in this process.
