Integntion or segregation? Access to pre-school education in the context of municipal educational systems

This article analyzes some of the resulta of a study about the incorporation of pre-school education to municipal educational systems, based on a comparative study between four municipalities in Rio de Janeiro State: Rio de Janeiro, Niterói, São Gonçalo and Nova Iguaçu. These municipalities have different political traditions and different forms of organizing education aimed at children from 0-6 who belong to the poorest segments of the population. The preliminary results presented were analyzed through some reflections upon the local political cultures and the strong assistentialist tradition in the process of integration of pre-schooling in municipal educational systems. These reflections are associated to an approach about the problems experienced by these muni-cipalities which, because of neoliberal macrostructural policies, have assumed responsibility for preschool education, indicating the limits and impasses of this incorporation.
