Abstract

This article analyzes an empirical case of a teenager who was placed under the custody of the socio-educational correctional system of the state of Rio de Janeiro, Brazil. It becomes evident that the fundamental rights of teenagers under the tutelage of the State are violated and that a pedagogical project in the correctional units is missing. This case points to the need to implement a socio-educational policy to juvenile offenders. This policy should be based on Paulo Freire's theory of Popular Education and on the doctrine of integral protection that is already in the Brazilian Statute of Children and Adolescents.
