Abstract

This article deals with government reforms in Angola in the time of COVID-19 and social inequalities. The study is presented in the CAPES support framework, as a scholarship holder from UNESP-Franca and points out the changes adopted by the Angolan government, with a view to containing the pandemic and the readjustment of the administrative machine, with the reduction of ministerial departments and other structures executive power, extinguishing some and merging others into a single governmental entity. The COVID-19 pandemic situation is massively promoting a context of social inequalities, leading people to live in precarious and extreme poverty conditions, with very high levels of living costs. All of us and each one in particular, are called to promote an environment of solidarity, which contributes to the mitigation and / or the resolution of social inequalities, the reduction of the need for goods and services in the communities. This study presents the current context of the exercise of power in Angola, with changes in the State administration and measures to control the pandemic of COVID-19.

Doutorando do Programa de Pós-Graduação em Serviço Social da Universidade Estadual Paulista - UNESP, Faculdade de Ciências Humanas e Sociais (2019); Membro do GEFORMSS - Grupo de Estudos e Pesquisa sobre Formação Profissional em Serviço Social; Possui Mestrado em Governação e Gestão Pública na Especialidade de Políticas Públicas pela Universidade Agostinho Neto (2017). É especializado em Políticas Públicas e Governação Local pelo Centro de Excelência de Pesquisa em Políticas Publicas e Governação Local da Faculdade de Direito da Universidade Agostinho Neto (2013). É licenciado em Serviço Social pelo Instituto Superior João Paulo II, Universidade Católica de Angola (2009). Atualmente é docente universitário, desde 2012, no Instituto Superior de Serviço Social de Luanda. É preletor convidado nos cursos de Agregação Pedagógica nas Instituições de Ensino Superior em Luanda. Eexerceu os cargos de  Diretor Geral da Escola Nacional de Formação de Técnicos do Serviço Social (2015-2017); Chefe de Departamento de Serviço Social do Instituto Superior de Serviço Social de Luanda (2013-2015); Secretário Geral da Associação dos Assistentes Sociais de Angola (2013-2019); Presidente da Associação TSR - Trabalho Socia de Referência desde 2012; Coordenador do Programa de Gestão e Plano Diretor Municipal do Sector de Água e Saneamento do Kilamba Kiaxi (2010-2013); de Director de Gabinete do Administrador Municipal do Kilamba Kiaxi entre 2009-2013. Concluíu o Curso Médio de Educador Social no ICRA - Instituto de Ciências Religiosas de Angola (2005).
