Abstract

The purpose of this study is to understand the changes in the logic that guides handling of the social question today, using as a reference realities found in Brazil and Uruguay. It begins with an analysis of contemporary changes in capitalist societies, giving special attention to the changes in the principles that structure social protection. In this way, it identifies some trends in the reforms in social policies in the progressive governments that took office at the turn of the century.
