Financial inclusion and rural development: the importance of territorial organizations

Abstract

In this article we analyze conditions for the construction of systems for financing processes of sustainable land development in rural áreas. In particular, we look at possibilities and dilemmas surrounding the financial inclusion of impoverished social segments and for increasing the participation of territorial organizations in the management of these systems. Based on these two issues, our work looks at empirical experiences that demonstrate progress made in this direction: the Crediamigo Program of the Banco do Nordeste and the cooperativism of the “solidarity” credit form that has sprung up in Brazil’s southern region. We conclude that both cases present innovative institutional arrangements that have generated results that have had a relevant impact on the volume of loans, the area that they reach out to and cover, the percentage of the population attended and systems of governing. Nonetheless, both must perfect their forms of action if they are to attend to intersectorial demands thatfocus on the development of the lands within which they are at work. Ademir Antonio Cazella, Universidade Federal de Santa Catarina

Ademir Antonio Cazella é graduado em Agronomia pela Universidade Federal de Santa Catarina - UFSC (1986), com mestrado em Desenvolvimento, Agricultura e Sociedade pela Universidade Federal Rural do Rio de Janeiro (1992) e doutorado em Science de l'Homme et de la Société - Centre d'Etudes Supérieures d'Aménagement -Tours/França (2000). Atualmente é professor da UFSC, junto ao Programa de Pós-graduação em Agroecossistemas. Tem experiência na área do desenvolvimento territorial em zonas rurais, com ênfase nos temas da diversidade social da agricultura familiar, da multifuncionalidade agrícola e do cooperativismo de crédito rural, atuando principalmente nos seguintes projetos: desenvolvimento territorial sustentável, ordenamento territorial e fundiário, descentralização e políticas públicas de desenvolvimento rural e sistemas financeiros territoriais.

Fábio Luiz Búrigo

Possui graduação em AGRONOMIA pela Universidade Federal de Santa Catarina (1987), mestrado em Agroecossistemas pela Universidade Federal de Santa Catarina (1999) e doutorado em Sociologia Política pela Universidade Federal de Santa Catarina (2006). Presta consultorias ao Ministério do Desenvolvimento Agrário, Ministério da Integração Nacional, Institutos Internacionais de Cooperação e para organizações não governamentais, atuando também como docente convidado em cursos de graduação e pós-graduação. Tem experiência na área do desenvolvimento rural, atuando principalmente nos seguintes temas: cooperativismo de credito, organização social rural, políticas públicas, desenvolvimento local e territorial, microfinanças, economia rural e crédito rural.
