Abstract

Considering the need to study the relationship between government and society, this paper focuses on recent changes of the agricultural public service in the State of Santa Catarina, Brazil. Emphasis is placed on the citizens
participation as much in the policies and building up of the services of production and the diffusion of techniques and scientific know-ledge as well as in the formulation of local public policies. Particular attention is given to the creation of new participative levels like, for example, the Councils for
Township Development.

Eros Marion Mussoi, Universidade Federal de Santa Catarina - Professor Adjunto. Engenheiro-agrônomo, PhD, técnico da EPAGRI-SC.

Possui mestrado em Educação Agrícola e Extensão Rural pela Universidade Federal de Santa Maria (1978) e doutorado em Desenvolvimento Sustentável e Agroecologia- ISEC- Instituto de Sociologia y Estudios Campesinos Córdoba- Espanha (1998). Pós Doutorado em Extensão Rural Agroecológica (Universidade de Córdoba, Espanha, 2011). Foi Diretor e Chefe da Assessoria de Planejamento e Gestão Estratégica da Epagri (Empresa de Pesquisa e Extensão Rural de Santa Catarina), onde foi funcionário por 38,5 anos (aposentado em agosto de 2008), e professor da Universidade Federal de Santa Catarina a 32 anos. Tem experiência na área de Desenvolvimento Rural, com ênfase em Extensão Rural e políticas públicas. Trabalhou na FAO-ONU, em Moçambique, África de 1985 a 1990.
