This article focuses on the classic theme in contemporary political and administrative theory which represents the contradiction between democracy and burocracy. In order to deal with this subject, the study has been divided in three parts: the first discusses the phenomenon of the "worldwide burocra- tization" in conceptual terms; the second compares several authors on contemporary politica theory, analysing how they deal with the conflict between burocracy and democracy; and the third presents an alternativesolution for this contradiction.
