Abstract

This article focuses on the classic theme in contemporary political and administrative theory which represents the contradiction between democracy and burocracy. In order to deal with this subject, the study has been divided in three parts: the first discusses the phenomenon of the "worldwide burocra- tization" in conceptual terms; the second compares several authors on contemporary politica theory, analysing how they deal with the conflict between burocracy and democracy; and the third presents an alternative
solution for this contradiction.

Julian Borba, Universidade do Vale do Itajai (UNIVALI)

Possui graduação em Ciências da Administração pela Universidade Federal de Santa Catarina (1995), mestrado em Sociologia Política pela Universidade Federal de Santa Catarina (1998) e doutorado em Ciência Política pela Universidade Federal do Rio Grande do Sul (2002). Atualmente é professor adjunto I da Universidade Federal de Santa Catarina. Tem experiência na área de Ciência Política, com ênfase em Estado e Governo, atuando principalmente nos seguintes temas: democracia, políticas públicas, tecnocracia, eleições e poder.
