Abstract

The present paper presents instruments for elaborating plans of action used by the Syndicate School of the United Central of Workers during their Training Courses for Councilors for Labor and Employment. The aim has been to
sensitize the Councilors to the need to plan the actions of the councils in order to collaborate with projects of generation of employment and income and in the professional training and reskilling as well as in the implemen- tation of organizational improvements through participation, democracy and transparency.
