This article investigates the statements about race and racism on the Claim of Non-compliance with Fundamental Precept No. 186, written by the Democratic Party that considers the quota system for black people from the University of Brasília unconstitutional. Based on Foucauldian archaeo-genealogy, and on the propositions of this philosopher about power-knowledge and apparatus, we propose that the liberal-meritocratic discourse is the main aggregator of others discourses from the Claim, since its strategic dominant role seems to be the preservation of access to federal educational institutions exclusively by meritocratic means. Therefore, this document appeals to biological discourses about race, which even deny its existence.
