Interfaces entre a Comunicação e a Gestão Social no Contexto do Desenvolvimento Territorial: um estudo do território da cidadania noroeste colonial do Rio Grande do Sul

Este estudo mostra as interfaces entre a comunicação e a gestão social, a partir do Programa Territórios da Cidadania (PTC), e busca compreender em que medida a comunicação propicia um espaço de diálogo entre as organizações sociais e evoca prioridades que são finalidades da gestão social. Para isso, tem-se como principal referência o conceito de cidadania deliberativa na perspectiva habermasiana e utiliza como categoria de análise os processos de discussão. Quanto à metodologia, foi realizado um estudo de caso no âmbito dos Territórios da Cidadania Noroeste Colonial (TC-Norc) por meio de entrevistas semiestruturadas com membros do Colegiado de Desenvolvimento Territorial (CODETER) e entrevistas via e-mail com os membros do Comitê Gestor Nacional. Além disso, descreve-se e analisa-se o Portal da Cidadania e o Sistema de Gestão Estratégica (SGE). Constata-se que a concepção de comunicação do PTC visa à participação da sociedade na elaboração de políticas públicas com instrumentos que qualificam os colegiados territoriais e os gestores e oferece um ambiente virtual que gera novas oportunidades para a produção e a difusão de informações.
