Quality in TV Public Journalism: a Proposal of Evaluation Methods for Citizens and Journalists

Abstract

The search for forms to evaluate the quality is important to assess if the broadcaster complies with its social function, either through its editorial principles or constitutional obligations. Due to the problem of regulation in Brazil, the evaluation methods developed by the academy occupy an important position. Through works about the quality, in the perspective of journalism as a social construction, and interviews with professionals involved in the news production process of  Brazil TV, we create one matrix to evaluate the quality of the Public TV in Brazil. Taking Brazil Reporter news as an empirical object, the results indicate that many of the quality categories are not fulfilled by the public broadcaster.
