Reflections about housing policy: state and class conflicts

Abstract

This article aims to highlight the features present in housing policy in the context of PT governments and their influence on the workers lives as well as the current returns in this sector under the Bolsonaro government, having as centrality for this analysis the global crisis of capital and its contemporary peculiarities, the role of the State in bourgeois society and class conflicts. To this end, it was consider the Brazilian context of ultraliberal and conservative offensive expressed in the government reactionary counter-reforms, policies and actions. From methodological point of view was used the bibliographical research to clarify a debated issue. As a relevant result, the importance of the socio-political organization of workers was found, which, through social movements and their daily struggles, impress forces for access to their rights, notably that of housing. In this direction, it was essential to discuss the right to the city in the contradictory relations of capitalist society and the limits of democracy.

Angela Michele Suave, University of Taubaté, Master Program in Human Development, Department of Social Services, Taubaté, SP, Brazil

Graduated in Social Services from the University of Vale do Paraíba (2002), Master in Program of Post-graduate Studies in Social Work PUC/SP from the Pontifical Catholic University of São Paulo (2009) and Doctorate in Postgraduate Studies ProgramGraduates in Social Service PUC/SP from the Pontifical Catholic University of São Paulo (2016). He is currently an assistant professor at the University of Taubaté in the course of Social Work and the Master in Human Development. She has experience in the area of Social Service, working mainly in the following themes: social service, social movements and social policy.

Social Worker, Master in Social Work at PUC-SP (2007), Doctor in Social Work at PUC-SP (2014). Professor at UNITAU since 2006. He works as a teacher in the Undergraduate and Graduate Course at the University of Taubaté. He currently coordinates the Social Service Course at UNITAU and the Lato Sensu Graduate Course in Professional Instrumentality of the Assistant. Member of the editorial board of the Emancipation Magazine of the State University of Ponta Grossa. Leader of the Study Group "Social Service, Work and Social Policies", certified by Cnpq. Member of the Structuring Teaching Center of the Undergraduate Course in Social Work at UNITAU
