Disability, Autonomy and Intersubjective Recognition in the Integral National Care System

Abstract

This article analyzes the creation of conditions for autonomy and recognition of people in situations of dependency mediated by disability, within Uruguay’s National Integral Care System (SNIC). It analyzes the conceptualizations that take form in the institutional discursive frameworks, and in the daily experience of the subjects involved, who are interviewed (in various regions of the country where the Personal Assistance Program is implemented in pilot form). It proposes to theoretically problematize the implications of forms of recognition and potentiality of individual self-reference (self-confidence, self-respect, self-esteem) for people in situations of dependency mediated by disability. It discusses if the form of implementation of the SNIC through the Personal Assistant component offers opportunities for expansion of their spaces of intersubjective recognition and autonomy.

Licenciada en Trabajo Social por la Facultad de Ciencias Sociales de la Universidad de la República, Uruguay (UdelaR). Maestranda en la Maestría en Trabajo Social de la misma casa de estudios. Investigadora honoraria por el Grupo de Estudios sobre Discapacidad (GEDIS) de la Facultad de Ciencias Sociales (UdelaR) desde el 2011 a la fecha. Becaria por la Comisión Sectorial de Investigación Científica (CSIC). En cuanto a la inserción profesional, deseñpeño en varios espacios del ámbito público, y en la acualidad integrante del Departamento de Trabajo Social del Centro Hospitalario Pereira Rossell – ASSE, Montevideo.
