First of all takes the contemporary debate concerning that policy and, to proceed, problematize the Social Control in the ambit of three distincts perspectives one of the “control society”, in sense that is it given by Michel Foucault, other of the Reform of the Brazilian State and the one of the Social Assistance policy. Finally, punctuate the limits and challenges to the exercise of that Control, in sense of offering subsidies to the Social Assistance effectiveness in democratic and participant bases.
