Lula government and social protection in Brazil: challenges and opportunities

Abstract

This text identifies continuities and changes in the Brazilian social protection system during the Lula Government (2003-2006). It analyzes the expectations following the re-election of the president, the criticisms made of his government and then identifies the changes that occurred and those necessary in its trajectory. Conducting a review of the Lula Government is not an easy task, for a number of reasons. These include the disappointment of some intellectuals in light of their frustration as current or former members or sympathizers of the Workers Party (PT), the president's party; the risk of mistakes in the analysis and their consequent use by those who have personal, professional and social plans and space available to exploit the issue. Nevertheless, some elements are presented, seeking a better understanding of the current administration.

Rosana de C. Martinelli Freitas, UFSC - Florianópolis - SC

Graduação em Serviço Social (1981).Mestrado em Serviço Social pela PUCRJ (1992) Doutorado em Sociologia Política pela UFSC (2004). Possui 13 anos experiência profissional na área de Serviço Social. Docente desde 1992. Em 1994 passou a compor o quadro docente da Escola de Serviço Sócia da UFRJ. Desde 1989 está lotada no Departamento de Serviço Social da UFSC. Professora do Curso de Graduação e do Programa de Pós-Graduação Mestrado em Serviço Social. Membro do Núcleo de Estudo e Pesquisa Estado, Sociedade Civil, Estado e Serviço Social (NESPP).Coordenadora do Observatório da Desigualdade, Pobreza e Proteção Social no Mercosul e editora do Informativo eletrônico Mercosul +1. Durante sua carreira docente vem se dedicando ao ensino, pesquisa e extensão, privilegiando os temas: Serviço Social, Sistemas de Proteção Social, Política de Combate à Pobreza e Cidadania.
