Article: Electoral Legislation, Partisan System and Political Reforms

The artide tries to discuss aspects ofthe political reform that have to do with the electoral process and the consolidation of the partisan system. The argument supported here is that the representative institutions have not contributed to facilitate the voter's task ofchoosing their political representatives in the various government spheres. Ifthis is the case, it is tried to investigate up to what extent a reform in the representative institutions it would be effective in the sense of helping in a more effective way the conditions in which the voters choose their political representatives. In this way, the artide makes firstly a brief exam of the main features that characterize the group of rules that regulate the electoral competition and that, consequently, have impact in the conformation of the Brazilian partisan system, to soon, do some considerations on the so debated political reform.Downloads
