Abstract

In the mid-2000s, Federal Universities, through their own resolutions, began a process of reserving vacancies for students from public schools. The federal government enacted law 12,711/2012 which reserves 50% of vacancies in public Universities to students of public schools. So, this research aims to analyze if the public policy of quotas brought material equality to competitors to a vacancy in federal universities. Therefore, a qualitative and descriptive research was done through the data provided by the Ministry of Education and Culture (MEC), the Brazilian Institute of Geography and Statistics (IBGE) and the National Institute of Studies and Educational Research Anísio Teixeira (INEP). The data confirmed the significant increase in the university banks of students graduating from the public school system. As a result, law 12,711/2012 has proved to be an instrument of inclusion for public school students in Brazil.

Cibele Barsalini Martins, Universidade Federal de Santa Catarina

Professora na Universidade Federal de Santa Catarina - UFSC (desde maio de 2014). Doutora (2013) e Mestre (2004) em Administração pelo Programa de pós graduação em Administração da Universidade Nove de Julho. Especialista (2001) em Qualidade nas Organizações (Lato-sensu), graduada (2002) em Administração pela Universidade Nove de Julho e graduada (1997) em Secretariado Executivo pela Universidade São Judas Tadeu. Atualmente está como Coordenadora do Programa de Pós-graduação em Administração do Centro Socioeconômico da UFSC (Gestão 2017-2018), Editora Científica da Revista Gestão e Secretariado desde 2010, Coordenadora do Grupo de Pesquisa (2016) "Pesquisa e Prática em Gestão e Secretariado. Atuou (2016-2017) como Coordenadora do curso de graduação em Administração no Centro Socioeconômico da UFSC e como Coordenadora Nacional do Curso de Secretariado Executivo e professora adjunta na Universidade Paulista (2004 a 2010), professora na Universidade Nove de Julho (2000-2003 e 2011-2014). Presidente da Associação Brasileira de Pesquisa em Secretariado - ABPSEC (gestão 2013-2015). 

Elaine Rossi, Universidade Federal de Santa Catarina

Graduanda do 8º período de Secretariado Executivo na Universidade Federal de Santa Catarina. Atualmente monitora da disciplina de Técnicas Secretariais. Membro discente do Grupo de Pesquisa Institucional: Pesquisa e Prática em Gestão e Secretariado (UFSC)
