This study analyzes the actions of social and solidarity economy organizations that work in the tourism sector in the territory of the Environmental Protection Area of Baleia Franca, in Santa Catarina, Brazil. Based on the Sustainable Territorial Development (DTS) approach, the study was carried out through the use of participatory action research in the network of TOBTerra organizations. In this context, the research questions whether or not these organizations are creating an enabling environment for the development of tourism products and services in line with the DTS precepts. Therefore, the study has the following objectives: to identify, describe and interpret the action of the TOBTerra Network in the tourism sector of the territory. The importance of this study is justified by the predatory nature of coastal tourism in Santa Catarina in territories where no agreements are established among local agents around the management and parsimonious use of natural and cultural heritage resources. It is intended to make a scientific contribution to the DTS approach in tourism through a theoretical-empirical work, highlighting the concepts of "basket of goods" and "territorial governance", as well as generate practical knowledge through inter-organizational analysis of conflicts, of common agreements and principles for collective action.Downloads
