The present article deals with relevant issues concerning the system of quotas for Afro-origin students in public Brazilian universities. Even though this kind of policy is laudable in ethical terms, in a mixed-race society such as that of Brazil, how are we to establish who is or who is not of African descent? Does the quota policy really work towards decreasing social exclusion, or does it increase discrimination and inequality? With the aim of generating discussion and debate on the topic, this study addresses questions such as: ethics and human citizenship; racial discrimination; education, especially on the primary and secondary levels; the academic mission and social responsibilities of universities; affirmative action and the quota system.Downloads
