A LEI AMERICANA PARA PESSOAS COM DESABILIDADES (ADA, 1990) E SUA INFLUÊNCIA NO SERVIÇO DE SUPORTE AO EMPREGO PARA PESSOAS COM TRANSTORNOS MENTAIS SEVEROS EM CONNECTICUT

Resumo

Desde 2002, o Connecticut Department of Mental Health and Addiction Services [Departamento de Saúde Mental e Serviços para Adicção de Connecticut) (DMHAS) tem orientado suas ações pelos princípios do Recovery. Além dos programas e serviços de saúde mental na comunidade relacionados com cuidados em saúde mental mais tradicionais (ambulatório, atividades/terapia de grupo, serviços sociais, etc.), o DMHAS financia serviços  relacionados com novas estratégias de cuidado em reabilitação psicossocial, acompanhamento terapêutico, suporte comunitário (suporte de pares), e suporte ao emprego competitivo e integrado. O Americans with Disability Act de 1990 (ADA – ato para americanos com desabilidade) é um dos pontos de sustentação da política de saúde mental do DMHAS. Esta lei, com as emendas de 2008, define desabilidade como um problema físico ou mental que limita substancialmente uma ou mais atividades maiores da vida de um indivíduo. Este ato reconhece que historicamente a sociedade tem isolado e segregado pessoas com desabilidades e que tais formas de segregação continuam sendo um problema sério e pervasivo. A lei provê um mandato nacional claro e abrangente para a eliminação da discriminação contra indivíduos com desabilidade. O programa de suporte para o emprego competitivo e integrado baseado no modelo IPS utilizado por DMHAS é um exemplo de serviço orientado pelo Recovery, propondo emprego primeiro e depois treinamento, para quem tem um transtorno mental severo e quer trabalhar. DMHAS financia 33 agências de suporte ao emprego em todo o estado, além de 5 unidades móveis para atender pessoas com transtornos de uso de substância.
