Public procurement from a sustainability perspective and from the perspective of purchasing managers at the Federal Institute of Piauí

Abstract

Due to the challenge of more responsible management, sustainable public procurement is increasingly becoming a strategic public policy for the state in achieving the goal of sustainable national development. In this sense, this study aims to analyze the public procurement process of the Federal Institute of Piauí from the perspective of sustainability and from the point of view of the institution's procurement managers. To carry out the study, a survey was carried out with the planning and purchasing staff. The instrument was validated using Exploratory Factor Analysis. The results of the EFA showed that the explanatory values of the instrument's variables were significant in relation to the variance of the study's constructs. Furthermore, through the descriptive analysis of the study, it was possible to identify the existence of internal and external barriers present in the day-to-day running of the institution, which are making it difficult to carry out sustainable public procurement. On the other hand, it was also possible to identify practical strategies that can help overcome the barriers encountered, thus enabling improvements for the institution, the population and the environment. In addition, this study demonstrated the importance of the role of the leader in this context. With this, the study sought to contribute to the dissemination of the practice of sustainable procurement and to develop interest in public organizations in expanding actions seeking to promote sustainable development.
