Assessing digital maturity in universities: a multicriteria approach

The advancement of digital transformation in the Brazilian public public sector represents a strategic challenge for federal universities, which must align with the guidelines of the Federal Digital Government Strategy (Estratégia Federal de Governo Digital) and promote greater efficiency, transparency, and service integration. This study aims to evaluate the level of digital maturity of the Academic Records Departments (DERAC) at the Federal Technological University of Paraná (UTFPR), proposing a multicriteria evaluation model capable of diagnosing and guiding the digital transformation process. The research adopts a quantitative and prescriptive approach, based on the combination of the Analytic Hierarchy Process (AHP) and Fuzzy-TOPSIS methods, applied to 13 administrative units of the institution. The dimensions of analysis—governance, processes, technological infrastructure, people and culture, digital services, data, and legislation—were weighted by experts and integrated into the model. The results reveal that the DERACs are, on average, at level 3 of digital maturity, corresponding to the intermediate digitalization phase, with a predominance of partially integrated systems and fragmented digital practices. The governance and processes dimensions showed the highest relative weight, highlighting their central role in consolidating digital transformation, while data and legislation were the least valued. As a practical implication, the study provides a replicable instrument for diagnosing and managing digital maturity, aligned with national public policies on digitalization. Limitations arise from the sample being restricted to a single institution and the subjective nature of the fuzzy evaluations. It is concluded that digital transformation in public universities depends not only on technological investments but on organizational maturity, digital culture, and institutional leadership capable of sustaining a process of continuous and sustainable innovation.
