Regulation of Artificial Intelligence in higher education: a study with Community-based Institutions in Santa Catarina

Abstract

The objective of this study is to understand how Higher Education Institutions (HEIs) linked to the Acafe System of Santa Catarina (SC) approach the regulation of the use of Artificial Intelligence (AI), with the aim of filling a research gap, given the potential impact of AI on the educational ecosystem of Santa Catarina. This study is characterized as applied research with an exploratory approach. Data were collected through an online questionnaire (survey) sent to 14 HEIs, with responses received from nine of them. The results revealed that none of the HEIs surveyed had formalized regulations on the use of AI during the research period and, although the implementation of policies was in its infancy, there was already an effort by the HEIs surveyed to understand this technology and balance its uses and risks. It was concluded that basic guidelines, even if provisional, can contribute to the responsible integration of AI in the academic environment and mitigate ethical challenges. This study contributes to the literature by presenting the maturity stage of AI regulation in SC. They have the challenge and opportunity to lead pioneering initiatives in the regulation and ethical use of AI both in SC and in Brazil.
