The decline of Participatory Budgeting in southern Brazil

Considered as one of the main democratic innovations in the contemporary world, Participatory Budgeting (PB) completed more than 30 years since its creation in Porto Alegre, capital of the State of Rio Grande do Sul, in 1989. In Brazil, after the expansion process that took place until the mid-2000s, this participatory institution has been decreasing considerably, reaching a higher level of decline from the 2016 elections onwards. Therefore, from the update of data (2019) on the occurrence of PBs in the three southern states of the country - Paraná, Santa Catarina and Rio Grande do Sul - the work intends to analyze the phenomenon of the extinction of PBs in the region, pointing some factors such as PT's defeat in municipal elections, financial problems, low social participation, loss of the OP's strategic electoral importance, and the adoption of other less demanding forms of participation, such as the Public Hearings.
